近未来，亚洲区金融危机席卷美国，亚洲区失业率和犯罪率飙升，各大主要城市纷纷爆发抗议与动乱。始终与超级英雄作对的莱克斯•卢瑟摇身一变成为总统候选人，他采取强硬的手段镇压暴动，并向选民许下美好前景，最终他如愿以偿当上美国总统。上任之初，卢瑟强化国家集权，先后将原子队长、黑闪、力量女神、武士刀等超级战士招至麾下，其声势空前壮大。而超人和蝙蝠侠对卢瑟的做法心存顾虑，始终不与之合作。与此同时，一颗小行星飞临地球。卢瑟以联手阻止小行星为由与超人会面，结果却派出金属电子人对超人进行攻击。一番激战过后，超人在蝙蝠侠的帮助下侥幸逃脱，而金属电子人则被神秘之人杀害，卢瑟据此栽赃超人。曾经的超级英雄一瞬间成为公众之敌……

Director Freddie Francis had made horrors for both Hammer and Amicus but this is nothing like any of them. Shot on location with an atmosphere mixing playground horror and conservatory theatre that is downright weird and unsettling. The great lost girl of sixties British horror, Vanessa Howard, shines as she does in those other rarely seen gems Corruption [1967] and What Became of Jack and Jill [1972]. If Harold Pinter had made The Texas Chain Saw Massacre [1974] for the BBC this could have resulted. Excellent and unique.
